Financial Management Certificate Program (FMCP)

The Financial Management Certificate Program (FMCP) was a BC Public Service learning program that supported financial management and auditing capacity across government. The program was administered by the Office of the Comptroller General and established a recognized paraprofessional standard for junior and intermediate financial and audit roles.

The FMCP is no longer offered
Registration closed in February 2024, and the program was retired in 2026. Employees can no longer enrol in or complete the program. Credentials earned through the program remain valid and recognized in the BC Public Service.

Credential recognition

FMCP credentials are valid and recognized in the BC Public Service.

Financial Management Certificate

Employees with their Financial Management Certificate hold a recognized paraprofessional financial management credential within the BC Public Service. The program supported career progression in financial and audit roles. It is still valid for credential verification purposes.

Financial Management micro-Certificate

The micro-certificate gives FMCP candidates credit for completing the program's components but not the CPA course equivalent before the program was retired.

About the former program

The Office of the Comptroller General administered the Financial Management Certificate Program (FMCP). It supported financial management and auditing capacity across the BC Public Service.

The program:

  • Provided training in government financial management and control
  • Supported employees pursuing professional accounting pathways
  • Established a recognized paraprofessional standard for junior and intermediate financial and audit roles

FMCP combined:

  • CPA professional study course equivalents, and
  • Government financial learning programs delivered through PSA

The program allowed employees to build foundational knowledge in public sector financial management while progressing toward professional accounting qualifications.

Students could receive CPA transfer credits through recognized post-secondary institutions or directly through CPA, subject to CPA requirements.

Program requirements

Completion of the Financial Management Certificate required:

  • Ten government financial learning programs (PSA), and
  • Nine CPA course equivalents

The program had three achievement levels, and courses could be completed in any order.
