Adaptation, resilience and disaster mitigation program

The Adaptation, Resilience, and Disaster Mitigation (ARDM) program is for structural and natural infrastructure projects to address the risk of flooding and flood-related hazards only.

It’s a joint provincial-federal initiative to cost-share infrastructure investments through the Investing in Canada Infrastructure Program (ICIP), and is funded through the COVID-19 resilience infrastructure stream. Note this is a different program than the ARDM green infrastructure ICIP stream.


Project eligibility

Project eligibility is based on the ability to meet the following outcomes:

  • Build, modify or reinforce public infrastructure (including natural infrastructure) to prevent, mitigate or protect against floods
  • Must begin construction before September 30, 2021
  • Must be completed by December 31, 2021
    • Projects in remote communities must be completed by December 31, 2022

Cost sharing and eligible applicants

Applicants were able to apply for up to ten million dollars for their flood mitigation project.

Cost sharing for infrastructure projects:

  • Up to 80% federal funds and 20% provincial funds for local governments
  • 100% federal funds for Indigenous recipients

Who could apply:

  • Municipalities: could submit one application
  • Regional districts: could submit one application for each electoral area, and one application from the regional district for a sub-regional or regional service
  • Indigenous communities: could submit one application

Improvement districts or local diking authorities must be sponsored by a regional district or municipality who would submit the application. Ownership of the infrastructure and associated assets must be transferred to the sponsor if approved for funding.
