Project Information

The Mountain Resorts Branch (MRB) of the Ministry of Tourism, Arts, Culture, and Sport (TACS), has received an application from Mount Timothy Recreation Resort, located northeast of Lac La Hache in the South Cariboo, to convert its existing Operating Agreement (OA) to a Master Development Agreement (MDA). The application is accompanied by a draft Resort Master Plan (2025) which sets out a long‑term vision to evolve the resort into a four‑season regional recreation destination.

A resort master plan is a high‑level planning document that identifies possible future development, assesses potential environmental and social considerations, and outlines measures to avoid or reduce impacts. It does not authorize construction on its own.

Key Features of the draft Resort Master Plan include:

  • Four‑Season Recreation: The proposal focuses on expanding recreation opportunities throughout the year, building on Mount Timothy’s existing winter operations. Winter use would continue to centre on lift‑accessed downhill skiing and snowboarding. Summer and shoulder‑season activities being considered include lift‑assisted sightseeing, mountain biking, hiking, and trail‑based recreation, as well as continued support for existing motorized recreation, such as snowmobiling and ATV use, where appropriate and managed.
  • Proposed Resort Area Expansion: To support potential future activities, the plan proposes expanding the resort’s Controlled Recreation Area (CRA). This would provide space for additional ski terrain, trails, and supporting infrastructure over time, subject to further detailed review and approvals.
  • Facilities and Infrastructure: The master plan identifies possible incremental improvements to resort facilities as demand and usage grow. These may include additional lifts, trail development, upgraded guest services, expanded parking, and future accommodation options for guests and staff. Any future improvements would require separate authorizations and technical review.
  • Phased and Flexible Development: Development described in the Master Plan would occur in phases over the long term. Not all elements are expected to proceed, and timing would depend on a range of factors, including market demand, environmental considerations, and regulatory approvals.

Recent Updates

Public Open House: The Mountain Resorts Branch and Mount Timothy Recreation Resort invite the public to attend an Open House on April 18, 2026, from 3:00–7:00 PM. The event will be held at Mt. Timothy Recreation Resort, 5398 Timothy Lake Road, Lac La Hache, BC. The purpose of the Open House is to share project information and to answer questions about the review process.

Next Steps 

The Mountain Resorts Branch is currently in the information‑collection phase of its project review. This phase includes internal technical review, engagement with agencies, stakeholders, and the public, and consultation with First Nations. Once information collection is complete, the results will be analyzed and actions taken to address identified concerns. This stage may take several months to complete.

Actions taken to address concerns may result in updates to the draft Resort Master Plan. Any updates would be completed by the proponent, and a final Resort Master Plan would be made available for review. Only after review of the final Resort Master Plan is complete can the Province consider a decision on the proposed conversion from an Operating Agreement to a Master Development Agreement.

  • There will be opportunities for engagement on both the draft and final versions of the Resort Master Plan.
  • Public comments are welcomed and will inform the Province’s decision‑making.
