Mineral Titles Online (MTO) is a web-based system used to manage mineral, placer and coal titles in British Columbia. It supports legislation such as the Mineral Tenure Act and the Coal Act, along with associated regulations. It helps government, industry and the public understand who holds mineral rights and how those titles are maintained.
About the project
The current MTO system is now 20 years old and needs a major upgrade. The Modernizing Mineral Titles Online project is replacing the existing system with a modern platform that is easier to use, more accurate, more efficient, and better able to support changing provincial needs.
What’s changing
MTO will be retired and replaced with MTO2. The new system will provide:
- A more user-friendly interface
- Automated checks to speed up service and reduce errors
- Built-in workflows for better efficiency
- Flexibility to support changing provincial requirements
- More self-serve features to reduce email and phone inquiries
Tentative go live date: early 2027.
Why it matters
For industry
- MTO is essential for acquiring and managing mineral titles in B.C.
- New users will be able to sign in using Business BCeID or BC Services Card—no need to remember usernames and passwords
- Advanced users will benefit from improved tools, including:
- Good-to-date calculator
- Dynamic work report submissions
- Portable Assessment Credit (PAC) account balance access
- Direct entry of physical and technical work reports
For First Nations and the public
- Provides greater transparency about who holds mineral rights and what work is being done
- Offers easier access to title information and a more intuitive map viewer
For government
- Supports effective management of mineral titles in line with the Mineral Tenure Act and Coal Act
- Built-in workflows will improve efficiency and support future policy and legislative changes
