1979-02:     MINSIM, A Metal Mine Simulation Model, Stage 1 Report

MINSIM is being developed as a tool to assist the B.C. Ministry of Energy, Mines and Petroleum Resources in testing and evaluating the effects of various public policy measures and the influence of external factors on the financial health of the B.C. mining industry. It may also be used to aid in cost-benefit analysis of public expenditures in mining, commodity and market supply studies, and analysis of the B.C. mining investment climate.

The project is organized into four stages:

  1. Documentation and analysis of existing techniques. 
  2. Selection of model input, output, and target variables, and development of key model equations. 
  3. Development of the simulation model and computer programming of the final model form. 
  4. Testing and validation of the model, and operation in specific applications.

This paper summarizes the research completed in Stage I and develops guidelines for Stage II research.

1979-03:     Revegetation Studies in the Peace River Coal Block 1978

The Peace River (Northeast) Coal Block is located in the Rocky Mountain foothills, extending a distance of 240 kilometres from Williston Lake to the Alberta border (Figure 1). This area has received extensive exploration activity over the last few years, with a promise of further development in the future. In general, exploration work has taken place in high elevation alpine and subalpine regions where revegetation is difficult and disturbances are highly visible. 

Under Section 8 of the Coal Mines Regulation Act it is the responsibility of the Ministry of Energy, Mines and Petroleum Resources to control reclamation of exploration disturbances. Part of these duties have involved prescribing methods of revegetation. In the Peace River Coal Block it became rapidly apparent that the standard forestry mix applied without fertilizer was not adequate to revegetate disturbances above the treeline. During 1976, 1977 and 1978 a series of test plots were established to allow recommendations to be made on the basis of sound data.

The objectives of these test plots were:

  • To test species germination, growth and survival under a variety of conditions.
  • To test fertilizer requirements.
  • To test the effect of different seeding rates.
  • To test the use of seed coated with micronutrients.
  • To test the difference between spring and fall seeding.

The Ministry of Energy, Mines and Petroleum Resources is pleased to have played an active role in the sponsoring and organization of the Third Annual B.C. Mine Reclamation Symposium.

This year the Symposium emphasized the reclamation of metal mines and also dealt, in part, in the environmental protection, exploration disturbance and reclamation research related to metal mining. Attending participants represented all sectors of industry, government, consultants and universities concerned in reclamation. Their contributions ensured the success of the Symposium.

Since the First B.C. Mine Reclamation Symposium held in 1977, communication concerning reclamation has been augmented and improved through discussions at the Second Symposium in 1978 and the Third B.C. Mine Reclamation Symposium held this year. It is evident that the symposium approach has contributed greatly to the solutions of reclamation problems and the development of reasonable programs and policy in B.C.

The first uranium exploration in British Columbia recorded was in 1932. Since then exploration has been sporadic, with minor peaks during the late 1940's, mid 1950's, and late 1960's. During this period only one deposit was found of sufficient size and grade to be a potential mine, and British Columbia was considered by most geologists to be a mediocre terrain for uranium exploration.

Many classes of uranium deposits are known in the world and representatives of most of these occur in British Columbia. However, to date only the basal type and volcanogenic type have been shown to be potentially of such a size and grade to be mined.

These proceedings present the Symposium events in chronological order. Presented papers have received minor editing and have been typed. Time constraints prohibited final text proofreading by individual authors, consequently, the editorial staff accept responsibility for any errors.

Question and answer periods were tape recorded. Transcripts of these discussions are given at the end of each presented paper within the proceedings. Severe editing of the transcripts was sometimes necessary to curtail the length of the question and answer dialogue. We apologize for any unwitting alterations in meaning.

Comments made during the two round-table workshop sessions have also been noted and transcribed. Findings which achieved consensus at the individual tables were read out at the conclusion of each session. There was a considerable variety of opinions expressed and, within the proceedings, an attempt has been made to include all points of view. The opinions most often expressed are listed first.

1978-06:     Revegetation of Disturbances in the Northeast Coal Block, Current Activities and State-of-the-Art

Data gathered by companies, consultants and the Ministry of Mines and Petroleum Resources in the Peace River (Northeast) Coal Block is sufficient to present an initial set of findings.

There is a major difference between species survival both above and below the treeline. Legume species do not generally survive above the treeline.

A total of 34 species (or varieties) consisting of 21 grasses and 13 legumes has been seeded at various times. 

Above treeline, grass species performance was excellent for meadow foxtail, good for creeping red fescue and timothy, and moderate for meadow fescue, Canada bluegrass, slender wheatgrass, and bromegrass. Redtop grows well the first season but has a poor ability to overwinter. Legume growth was very poor above treeline. The only two legume species which grew at all were a Isike and red clover and these only grew in sheltered moist pockets.

Below treeline, growth of grass and legume species was generally good for the majority of species tested. Growth was excellent for creeping red fescue and redtop; good for Canada bluegrass, slender wheatgrass, and timothy; and moderate for meadow fescue, bromegrass, and meadow foxtail. Legume growth was excellent for alfalfa, alsike clover, red clover, sweet clover, and white clover. Birdsfoot trefoil and sainfoin grew poorly.

Grass species survival and performance is greatly enhanced by the addition of fertilizer. Above the treeline, fertilizer applications are critical to the survival of all seeded species. Below the treeline, legume survival is very important to the survival of the unfertilized grass - legume mixture. Sites of low nutrient availability rely on legume growth for several years in order to inject enough available nitrogen into the system to allow grass survival.

The Ministry of Mines and Petroleum Resources have set out test plots to demonstrate the application of different seeding rates Three broad types of seeding techniques have been tried in the Peace River Coal Block including broadcast seeding, harrowing after broadcast seeding, and hydroseeding.

Broadcast seeding is the most common method of seeding, consisting of scattering seed on the surface of the ground. Broadcast seeding without fertilizer applications has resulted in satisfactory growth at most sites below the treeline. Above treeline, this method of seed application has generally resulted in poor growth.

Harrowing all areas above treeline has been recommended by the Ministry of Mines and Petroleum Resources since 1976. Hydroseeding was used in an experimental way in the alpine areas of Builmoose/Chamberlain and initial results indicate favourable growth over the first summer. Good survival is anticipated next year. 

Grass seed coated with micronutrients and legume seed coated with micronutrientes as well as rhizobia innoculant were tested during 1977.

1978-07:     Reclamation of Abandoned Mine Spoils in British Columbia, 1977-78

The 1977-78 program consisted of two parts. The first part focused on the assessement of vegetation growth and soil forming processes taking place on abandoned mine spoils. The mines selected for this study were Coal Creek, Emerald, H.B., Hedley and Velvet. The first, Coal Creek, is an abandoned coal mine; the remainder are metal mines. In addition monitoring studies continued at Endako, Granby and Lornex. This was conducted to help verify some of the earlier findings.

The second phase of the program was a continuation of the weathering, microbiological oxidation and greenhouse studies initiated in 1976-77, as well as a study concerning P-fixation capacity of spoil materials. The field studies on soil-forming processes and their effects demonstrated that organic matter (measured as organic-carbon) is accumulating in the surface layers of the mine spoil samples examined. Coal spoil seemed to respond most quickly to a build up of organic matter. This accumulation of organic matter helps build up the nutrient pool for sustaining a vegetative cover. Physical conditions for growth, particularly moisture availability were optimum at the Coal Creek location, but moisture stress was extreme on some of the metal mine spoils. Poor aeration, especially at Hedley is another growth limiting factor. Irrigation and/or fertilization and seeding in combination with deep ploughing would much improve the spoil as a growth medium.

In laboratory studies, a less obvious but still evident observation is that weathering has occurred in the samples examined, releasing nutrients. The beginning of the formation of clay minerals, notably vermiculite, supports this. In Coal Creek samples physical breakdown of the coarse faction is also occurring.

Phosphorus is the main limiting mineral nutrient in all spoil samples examined. An evaluation of the trace element content of spoil material and supported vegetation did not show any universal problem with toxicities. Low Cu:Mo ratios did occur. This could be a potential problem with ruminants feeding on the vegetation.

Microbiological studies discuss the ecology of iron and sulfur oxidizing bacteria in iron sulfide mine tailings and their fole in its oxidation. From the analysis completed it aopears that there is a relationship between kinds of organisms and the state of weathering of the tailings material. Increase in elemental sulfur content with a decrease in pH appears to be linked to microbial oxidation of iron sulfides.

Greenhouse studies concentrate on soil test evaluation, copper-molybdenum relationships and organic matter amendments concerning selected tailings materials. Comparison of soil tests on the various tailings are made and the best methods for each type are suggested. Cu:Mo ratios for selected tailings are found to be generally <2 which is considered potentially hazardous for ruminant consumption. Keeping N fertilizer rates at a moderate level decreases the concentration of Mo in plant tissue, with the result of raising the Cu :Mo ratio.

The effects on acid tailings of a variety of organic amendments show that short-term effects on plant growth are beneficial in all cases but that chicken manure decreases Fe and Cu concentrations in plant tissue. Sawdust was not found to be particularly effective.

Results of the P adsorption studies are only preliminary, for the method is only being developed. It was found, however, that the capacity of P-fixation (or adsorption) for a variety of spoil materials can be predicted over time. This allows more accurate fertilizer additions to be estimated so that excess P is not subject to leaching, and costs can be minimized.

The Vernon Reclamation Symposium was sponsored by the Reclamation and Technical Research Committee which functions under the auspices of the Ministry of Mines and Petroleum Resources and the Mining Association of British Columbia.

The purpose of the symposium was the furtherance of communication and development of knowledge among those concerned with mine reclamation. The '77 symposium was divided into four sessions, which were oriented to: 

  • The Company side, Exploration and Inspection, Research, and Impact on Resources and Uses.
  • A 'round table workshop session followed each series of lectures. Findings which achieved consensus at the individual tables were read at the conclusion of each session and have been summarized in these proceedings. In summarizing the findings of the workshops, those findings appearing most often have been listed first.
  • Near the beginning of the conference all participants were asked to submit their definitions of reclamation and these are summarized in these proceedings. During the final workshop session, participants were asked to comment on this symposium and to recommend ways to improve future symposiums.
  • The opportunity was taken at the Banquet to present the first annual Mine Reclamation Award. This award was presented to Kaiser Resources Ltd. and a Citation went to Placid Oil Ltd.
