B.C. Core Fast Healthcare Interoperability Resources (FHIR) Profiles

The B.C. Core FHIR Profiles are aligned to and mirror the Canadian FHIR Baseline, published by HL7 Canada.  These profiles are intended to encourage and support the use of FHIR in B.C. within a Canadian context with the ultimate goal of enabling the successful adoption of health information standards to facilitate system interoperability in areas of common or shared interest in the health sector across the province.

Scope

The goal of Canadian FHIR Baseline profiles is to expose the implementation guide author community and vendor community to a set of profiles that identify the data elements, code systems and value sets that are commonly present across B.C.  for a given FHIR resource (e.g., patient, medication, etc.) regardless of use case or implementation.

The Canadian Baseline Profiles are not expected to be implemented “out-of-the-box”. They are intended to be a starting point that more specific profiles (driven by use-case, and project-specific needs) can build derived profiles from. By exposing a minimal and consistent set of expectations across local and jurisdictional guides, we intend to create a more transparent and uniform landscape for the vendor marketplace to begin aligning to.

Governance

The B.C. Core FHIR Profiles were defined by the B.C. FHIR Profile Technical Working Group to demonstrate technical and semantic interoperability using FHIR R4 base resources.  The technical working group was comprised of representatives from the regional health authorities, Ministry of Health, and project consultants.

The B.C. Core FHIR Profiles are aligned to and mirror the Canadian FHIR Baseline which was developed by the HL7 Canada - FHIR Implementation Work Group.  B.C. was represented at the national working group by clinical and technical participants.  The HL7 Canada FHIR profiling, governance and review process can be accessed with this LINK.

 Current Status

The Canadian FHIR Baseline is not yet normative; it is a continuous build for version 0.1.0.   As such, the B.C. Core FHIR Profiles may require adjustments over time to reflect B.C. requirements and maintain alignment with the Canadian Baseline.
