Landowners that wish to connect their property to an improvement district water system must pay the cost of installing that connection.
Improvement districts that offer water service may adopt a bylaw that establishes a charge to recover the cost of installing a connection from a water main up to the lot line of a property. The bylaw usually establishes that the landowner will pay for the labour and materials necessary to create the connection and an additional administration charge.
The connection to the lot line is owned by the improvement district. The landowner is responsible for continuing the connection from the lot line to buildings on the property, although a separate bylaw may regulate the standard and types of water distribution on a property.
