These guidelines are designed to assist ministry buyers to effectively plan and implement environmentally responsible procurement processes that include consideration of value-added environmental criteria as part of their purchasing activities.
The guidelines provide practical advice to buyers when choosing goods and services that follow the principles of the circular economy that can reduce waste and greenhouse gas emissions, improve energy efficiencies, limit toxic and hazardous substances, and mitigate the effects of a changing climate. They are in place to help B.C. government buyers meet the goals of a clean, competitive, climate-ready province, one procurement at a time. A glossary of terms is available.
The BC Procurement Plan lays out the framework for our procurement practices to responsibly help drive change towards a more equitable, accessible, and sustainable economy for everyone. The plan details three strategic missions in which these guidelines align with mission one.
These guidelines are specifically designed to support activities subject to procurement policy in the Core Policy and Procedures Manual (CPPM).
Procurements covered under these guidelines may also be subject to trade agreement obligations. For more information, see Trade Agreements.
These guidelines do not apply to government transfers. For more information on government transfers, see CPPM Policy Chapter 21: Government Transfers.
