Open Framework and Closed Framework FAQ

New Corporate Supply Arrangements will use either an Open Framework (OF) or a Closed Framework (CF). Section below provides an explanation for both Frameworks.


What is an Open Framework CSA?

A Corporate Supply Arrangement – Open Framework means a CSA that:

  1. A new CSA could be added at any time during the term of the RCSA. Continue to check the website for updates.
  2. Prices are not a part of the CSA-Open Framework. Pricing is obtained through the Competitive Order Process.
  3. A competitive ordering process must be used to select a supplier to provide the goods/services.
  4. The competitive ordering process documentation becomes your contract.
  5. A Purchase Document is not required any more.

What is a Closed Framework CSA?

A Corporate Supply Arrangement – Closed Framework means a CSA that:  

  1. A new CSA will not be added during the term of the RCSA.
  2. Prices are a part of the CSA-Closed Framework.
  3. A Competitive Service Request Form must be used to select a supplier to provide the goods/services.
  4. The Competitive Service Request Form becomes your contract.
  5. A Purchase Document is not required any more.
