Post-Secondary Sexual Violence Action Plan

B.C.’s Sexual Violence Action Plan: A Plan to Address Sexual Violence within Post-Secondary Communities builds on efforts to prevent and respond to sexual violence within post-secondary communities. It outlines 12 actions across five priority areas—including: lifting up Indigenous approaches, increasing prevention through awareness and training, improving institutional responses, improving data collection and reporting, and strengthening privacy and confidentiality—to foster safer, more inclusive environments for all students, staff, and faculty.

Student Perceptions of Sexual Violence Survey

The 2nd Student Perceptions of Sexual Violence Survey concluded in April 2025. The survey assessed student perceptions of sexual violence at post-secondary institutions, as well as their awareness of and access to information, training, and resources at their institution. The survey also collected key demographic data to better understand the perceptions of equity-deserving student populations.

Sexual Violence Advisory Group

The Sexual Violence Advisory Group connects the Ministry of Post-Secondary Education and Future Skills with key partners – including post-secondary institutions, experts, student representatives, and community organizations – to address sexual violence. The group provides regular recommendations and feedback to guide the Ministry’s strategy, programs, and initiatives in the post-secondary system. For details, see the Terms of Reference.

Toolkit for Data & Reporting

The “Creating a Culture of Accountability” toolkit was developed to support public post-secondary institutions in British Columbia. The resource helps staff and administrators prepare and share annual reports on sexual violence prevention and response efforts, helping to promote greater transparency, accountability, and understanding.

Sexual Violence Education and Training

In 2021, the Ministry of Post-Secondary Education and Future Skills and BCcampus completed the development of a suite of synchronous and asynchronous training resources to improve post-secondary institutions’ response to sexualized violence in the post-secondary sector. This initial phase of resources includes four synchronous training modules and facilitator guides on: Consent and Sexualized Violence, Supporting Survivors, Accountability and Repairing Relationships, Active Bystander Intervention, and an asynchronous module called Safer Campuses for Everyone that can be embedded into post-secondary institutions’ learning management systems.

In 2024, the Ministry completed an additional set of intersectional training resources to address technology-facilitated sexual violence and the impacts of sexual violence on Indigenous, graduate, and international students. This project was funded by Women and Gender Equality Canada and managed by BCcampus.
