Road Permit

A Road Permit is needed to construct, use and maintain a forest road, if the access to Crown timber is not a Forest Service Road or under held under cutting permit authority.  Please see the Road Permit application

 

Road Use Permit

All industrial users on a Forest Service Road (FSR) are required to obtain a Road Use Permit unless an exemption is granted in accordance with section 22.1 (4) of Forest and Range Practices Act.

Forest Service Road use is a shared responsibility by industrial users.   One user is assigned the title and responsibility of primary user.    The primary user and secondary users all have maintenance responsibilities as noted in the attached brochure.
 

The primary user has the additional responsibility  of being the road user groups  lead, to develop and implement a road use agreement with all users, as well being the contact for road maintenance concerns.     The contributions of all users  would commensurate with the road use;  and could be either or a combination of monetary or road maintenance works. The first applicant on the FSR or section thereof, is assigned “Primary User”.    A “Secondary User,” may be amended to “Primary User” at a later date if a current “Primary User” no longer requires use of the FSR.

Requirements for application:

For amendments to existing RUPs use same procedure above. Identify all branches in permit. State in email that application is an amendment.

 

FSR Works Permit

Any non-transportation-related works (facilities) constructed within an FSR right-of-way MUST be authorized by a Works Permit.

  • Identify FSR name and branch.

  • State duration of permit - start date and completion date..

FSR Junction Permit

A person must obtain the consent of the minister before connecting a road to a forest service road.

District Manager authorizes any connection to an FSR.

Junction Permit Standard Conditions:

  1. Sight distance must be maintained from the junction of the Forest Service Road(FSR)  in both directions in accordance with the normal travel speeds.   For speeds up to 65 kilometres per hour,  a 100 metre site distance is required, while speeds up to 80 kilometres per hour, require a 150 metre site distance.
  2. The access road must join the FSR road at right angles.
  3. The grade of the junction must not exceed 2% for at least 30 metres from the edge of the FSR.   The approach must drain from the FSR road surfacing to the ditchline.
  4. A stop sign must be installed and maintained at the right side of the approach junction.   If required,  your Junction Permit may include addition signage to be installed and maintained for traffic flow safety.  
  5. The access must include the installation of 600 mm galvanized metal corrugated culvert to maintain drainage along the FSR.  The culvert must extend one metre from both sides of the road prism.
  6. Ditching and drainage within the FSR operating area, normally 37.5 metres from the FSR centerline, must be maintained and managed to normal flow patterns in the area.
  7. The access road which junction’s to the FSR, must have a clean graveled surface from the edge of the FSR. 

Requests from applicants for variance from the above must be accompanied by a signed report by Qualified Registered Professional .

Temporary Road Use Agreement

For short term use of a FSR road for film production, motorsport events and other types of activities, submit a request in writing to the District Manager.

  • Describe nature of event.

FSR Road Maintenance Agreement

In situations where the current level of maintenance is not sufficient for a commercial or public user, that user may elect to undertake some or all of the surface maintenance of the FSR, as authorized by the Forest Service Road Maintenance Agreement.

Temporary Resource Road Access Restriction (Gates) On Resource Roads

Unless use of a road would likely cause significant damage to the road, cause significant sediment delivery, or endanger property, public health or public safety, all resource roads are to be available for public use.    A licensee can apply to the District Manager for approval to temporarily restrict access to a Forest Service Road or a Road Permit Road, if these situations are likely to occur.

  • Describe location of proposed access restriction.
  • Include start date and end date of required access restriction.

Location Map Standards

  • Date of application
  • Use Mapview or IMAP (use BCGW base information - pdf format).
  • Identify scale used.
  • Use Scale most appropriate: 1:10,000, 1:20,000, 1:30,000, 1:50,000, 1:100,000,
  • Show POC (point of commencement) and POT (point of termination) for each section of application (KM).
  • Identify FSR name, number and branch.
  • Place North arrow.
