Gender based analysis plus (GBA+)

Last updated on November 4, 2025

Gender Based Analysis Plus (GBA+) is a process for analyzing how women, girls and gender diverse individuals are likely to experience public policies and initiatives differently than men or boys.

It recognizes that a person’s gender intersects with other identity factors (such as race, age, Indigeneity, ability, and sexuality) as well as with larger societal factors (such as racism, ageism, colonization, ableism, and heteronormativity) in ways that shape how they experience public policies and initiatives.

B.C. is recognized by our federal, provincial, and territorial partners as a leader in GBA+. Since its adoption by the B.C. Government, GBA+ has contributed to a range of improvements, including:

  • Minimum wage increases to support low-wage workers, more than 60% of whom are women.
  • Pay transparency legislation that can help close the gender pay gap.
  • Creation of the Gender and Sex Data Standard, which standardizes collection of non-binary data.
  • Self-screening for HPV and free prescription contraception to address gaps in health care.
  • Updated processes for transgender and other gender diverse people to change gender designations on the B.C. Services Card, B.C. driver’s license, BCID and B.C. Birth Certificate and updated over 2,300 instances of outdated gendered and binary terms from more than 200 provincial statutes.
  • Updates to provisions in the Environmental Assessment Act to mitigate the disproportionate social impacts of industrial work camps on women, particularly in remote Indigenous communities.
  • Updated regulations require flushable toilets and hand-washing facilities on construction sites with more than 25 employees.
