CABRO oversees the recruitment and recommendation of candidates for appointments to all Crown corporations, agencies, boards and commissions. CABRO is committed to monitoring the representation of marginalized groups and examining its policies and practices to support strong boards that reflect the diversity of British Columbia.
As part of this commitment, CABRO tracks demographic representation among its appointees through a regular online survey. The first CABRO Diversity Survey was launched in 2019, followed by the second survey in 2020. In May 2024, the third survey was administered with several improvements to its design.
The CABRO Diversity Survey give a point-in-time snapshot of the diversity of provincial appointees to all B.C. Crown corporations, agencies, boards and commission. All CABRO Diversity Surveys collect demographic information about appointees to B.C. Crown corporations, agencies, boards and commissions, including respondents' age, gender, LGBTQ+ status, Indigenous identity, Two-Spirit identity, racial identity, religion, language, culture, disability, and caregiving status. The 2019 and 2020 CABRO Diversity Surveys were collected by BC Stats on behalf of CABRO under the authority of s. 26(a), (c), and (e) of the Freedom of Information and Protection of Privacy Act (FOIPPA) and s. 5 of the Statistics Act. The 2024 CABRO Diversity Survey was collected by BC Stats on behalf of CABRO under the authority of s. 26(a), (c), and (e) of FOIPPA, s. 5 of the Statistics Act, and s. 2 of ARDA. Individual responses are kept confidential in accordance with the Statistics Act and are only reported out in an aggregated way that prevents the identification of individuals.
BC Stats is indirectly collecting responses to the 2019 and 2020 CABRO Diversity Surveys from the Crown Agencies and Board Resourcing Office (CABRO). This information is being combined with responses from the 2024 CABRO Diversity Survey collected by BC Stats, and the combined data will be used to assess changes in the diversity of current provincial appointees to all B.C. Crown corporations, agencies, boards and commissions and identify opportunities for improved diversity. This indirect collection of information by BC Stats is done under the authority of s. 2 of the Anti-Racism Data Act (ARDA) and in accordance with s. 3(3) of ARDA, and the combined information is used under the authority of s. 4(1)(a) of ARDA and in accordance with section 4(2) of ARDA.
