Notice of Use for Personal Information

The Data Innovation Program (DI Program) is a data integration and analytics program. The DI Program includes personal information from various ministries or agencies that is linked and de-identified in a secure platform to support specific-population-level research projects. All data within the DI Program is protected under the Five Safes Privacy and Security Framework. Information in the DI Program is collected under Section 5 of the Statistics Act, and Sections 26(a)(c)(e) and 27(1)(a)(iii) of the Freedom of Information and Protection of Privacy Act.

The BC Demographic Survey

The BC Demographic Survey was created to help inform the Province’s efforts to identify and eliminate systemic racism and advance racial equity in government programs and services. Through the survey, BC Stats collected personal information such as Indigenous identity, racial identity, ancestry, culture, and other categories of identity. This information was collected under Section 2 of the Anti-Racism Data Act (ARDA) and Section 5 of the Statistics Act. Personal information collected from the BC Demographic Survey will be combined in the DI Program with personal information related to the use of government programs and services, such as health and education. The combined information will be used to carry out research to identify and eliminate systemic racism in government programs and services and to advance racial equity. This indirect collection of information is in accordance with Section 3(3) of ARDA and the combined information will be used in accordance with Section 4 of ARDA.
