Apply for a Special Authorization Licence

Vehicles and services requiring Special Authorization must obtain approval from the Passenger Transportation Board.

If the proposed service meets the requirements, the applicant must demonstrate that they have met all the safety requirements before a licence is issued.

In addition to the requirements for the special authorization licence, you’ll need to provide documents for each vehicle you register.

• Vehicles registered in B.C.
• Vehicles registered outside B.C.

Special Authorization Application Documents

Submit the following to apply for a special authorization licence:

• Licence Specific Documents
  Review the following guides to find out what forms and information you need to include in your application package.
  • Inter-city buses
  • Taxis
  • Limousines and other passenger directed vehicles, like shuttles and vans

• Signing Authority
  Include a PTR5002: Signing Authority (PDF) form with specimen signatures for each person who is authorized to correspond with the Registrar and/or Board. If you currently hold a passenger transportation licence and there are no changes to the signing authority we have on file, you do not need to complete and submit a new signing authority.
   
• Agent Letter of Authorization
  If an agent has been hired to prepare the application, provide a signed letter authorizing the agent to act on your behalf.

• Approved Licences
  Once your application has been approved we may also require proof that vehicles comply with Canadian Motor Vehicle Safety Standards.
    
• Applicants located outside of B.C.
  • Find out what documents you need to supply if you are an applicant located outside of B.C.

Fees

The application fee is $200 and is non-refundable once an application has been accepted.
