Carbon Neutral Government program fleet and contracted services

Mobile emissions come from equipment that moves between locations and is owned by public sector organizations (PSOs).

In-scope equipment

  • Light duty vehicles (LDVs) - passenger cars which are under a gross vehicle weight rating (GVWR) of 3,900 kg
  • Light duty trucks (LDTs) - vans, SUVs, and small pickup trucks that are under a gross vehicle weight rating (GVWR) of 3,900 kg
  • Heavy duty vehicles (HDVs) - vehicles with a gross vehicle weight rating more than 3,900 kg
  • Off-Road vehicles (ORVs) include: 
    • Vehicles designed primarily for undeveloped road rights of way, marshland, open country, or other unprepared surfaces
    • Landscaping equipment
    • Back-up generators

Equipment is in scope when it is owned or leased by a PSO. It is out of scope when it is owned or leased by someone else like employees or contractors.

Do you own or lease the equipment?

The Carbon Neutral Government Regulation attributes emissions based on who owns or leases the equipment, not on who operates it. 

For example, if a contractor drives a school bus which is owned by your organization, emissions from that bus are in scope. However, if the contractor owns the bus, its emissions are out of scope.

Report these emissions through your PSO CCAR

Because you own or lease this equipment, it is in scope for the Carbon Neutral Government (CNG) program.

For instructions on how to report emissions and create your PSO CCAR, refer to the CNG program requirements.

Don't report these emissions through your PSO CCAR

Because you do not own or lease this equipment, it is out of scope for the CNG program.
