Public sector Climate Change Accountability Reports

The public sector Climate Change Accountability Reports (CCAR) are annual reports through which all provincial public sector organizations (PSOs) publicly disclose details related to their achievement of carbon neutrality.

CCAR reporting provides a record of each PSO’s greenhouse gas emissions, offset purchases and reduction plans and actions. The CCAR offers a valuable idea bank for organizations seeking to reduce their own energy use and carbon footprint.

2022 report highlights

  • In 2022, PSOs generated 768,908 tonnes of greenhouse gas (GHG) emissions from their operations - 52,097 tonnes came from biofuels
  • This represents an increase of 4% compared to 2021, and is likely due to lifting of COVID-19 restrictions
  • Over the past 13 years, public sector emissions decreased by 79,395 tonnes or almost 9% compared to the baseline year of 2010
  • Changes in emissions are from two key areas:
    • 33% reduction in emissions from office paper
    • 11% reduction in emissions from buildings
  • Fleet emissions have remained approximately the same

Notes:
(1) In accordance with the Carbon Neutral Government Regulation, emissions from school and transit buses must be reported, but are exempt from offset requirements.
(2) Bio-CO2 emissions are produced from the combustion of biogenic fuels (e.g., wood waste for heating, renewable vehicle fuels) and are also offset exempt.
(3) In addition to the 648,073 offsets required for 2022, an additional 860 offsets were retired to reflect adjustments to previously reported years to ensure all regulated emissions were accounted for.
(4) Due to rounding, numbers presented above may not add up precisely to the totals reported.
