BCAB #1497

Re: Definition of Registered Professional, Article 1.1.3.2.

Project Description

This appeal is not concerned with any specific project.

Reason for Appeal

Sentence 1.1.3.2.(1) defines a registered professional as "a person who is registered or licensed to practice as a professional engineer under the Engineers and Geoscientists Act."

Appellant's Position

The appellant contends that his Limited License to practice engineering entitles him to sign and seal drawings submitted for a building permit.

Building Official's Position

The building official maintains that the drawings must be signed and sealed by a professional engineer registered in B.C. Under their Subdivision and Development Control Bylaw they do not consider a limited license to be acceptable.

Appeal Board Decision #1497

It is the determination of the Board that a person who is granted a Limited License by the Association of Professional Engineers and Geoscientists of BC to practice a limited scope of engineering meets the definition and intent of a registered professional as defined in Sentence 1.1.3.2.(1) and required by Section 2.6.
