With reference to your letter of September 23, 1989, regarding the application of NFPA 14, "Installation of Standpipe and Hose Systems".

Sentence 3.2.5.4.(3) of the Building Code requires that a system be installed in accordance with the referenced standard, with certain exceptions. Under the circumstances you must comply with Subsection 3-3.1. of NFPA 14; this requires that standpipes be located in noncombustible fire-rated stair enclosures. We would point out that your letter suggests a distinction between the standpipes and hose connections, but NFPA 14, in dealing with the standpipe location, also requires that there be hose connections in the stair enclosure. This would apply regardless of connections located elsewhere.

We must regard your installation as contravening the Building Code.
