Bulletin 24-03: Update to packaged sales from a manufacturer on-site store

Last updated on April 5, 2024

Who's impacted

These changes apply to the following licences:

  • Manufacturer

What's changing

Manufacturers with an on-site store endorsement are now permitted to sell packaged liquor almost anywhere on the manufacturing site. However, packaged liquor sales must still be attributed to the on-site store endorsement no matter where they occur.

Packaged liquor sales are not permitted in picnic consumption-only areas or in co-located businesses, other than a food-primary or liquor-primary establishment that is held by the same licensee.

What's staying the same

Drive-through type sales remain prohibited, including sales in or next to driveways, thoroughfares, roadways, and parking lots.

Packaged liquor sold from the on-site store cannot be consumed at the manufacturer site except in a picnic area.

Packaged liquor sales from an off-site storage facility remain prohibited, but delivery from off-site storage is temporarily permitted.

Helpful information

An example of a mobile point of sale would be a patron purchasing a product while on a guided tour. The product could be available for delivery or pick-up from the store at the patron’s convenience.

Manufacturers with an on-site store endorsement don’t need to apply for this change to take effect.
