Scientific technical officer

BC Public Service scientific technical officers (STO) are responsible for analytical, experimental, investigative and regulatory duties in the natural, physical, or applied sciences such as geomatics; and/or the investigation, design, construction, inspection, operation and/or maintenance relating to engineering projects, geomatics or graphic production projects, technical equipment systems and processes.

Other duties may include:

  • Ensuring compliance with acts and regulations related to highways and transportation systems management
  • Designing, developing or applying tests, procedures and techniques
  • Preparing comprehensive reports on investigations, conducted, collection of data, interpretation of findings and formulation of conclusions
  • Reporting on and managing approval process for
  • Investigating, designing and implementing construction and related projects
  • Conducting inspections
  • Providing technical advice
  • Writing standards, specifications, procedures or manuals
  • Supervision and training

Note: Per the 19th Main Public Service Agreement, the employer and the BCGEU have jointly agreed that, effective April 1, 2022, the point band range for Grid 11 will be amalgamated with the point band range for Grid 12.
As a result of this decision, Grid 11 will no longer be used and all employees who are currently at the Grid 11 level will be moved over to their same classification at the Grid 12 level.
