Highway 1 - Lower Lynn Improvements Projects - Construction Updates

Night work is only permissible for construction activities that are near the highway and that require lane closures or if they would cause significant traffic delays i.e. tree removal, paving, excavation, line painting and bridge work.  To minimize impacting nearby residents, all other work will be completed during daytime hours.

The Mountain Highway/Lynn Creek, Keith Road/Seymour Parkway and Main Street/Dollarton Highway Interchanges will be upgraded in four phases. Improvements will address safety, queuing and delays and will help to improve travel times along Highway 1 and the Lower Lynn Interchanges.

Construction Updates

Tree Clearing (Summer 2019) - Completed

Tree clearing is required along the south side of Highway 1, between Mountain Highway and Lynn Creek in preparation for the construction of the new Mountain Highway Eastbound On-ramp, relocation of Keith Creek and realignment of the Keith Creek trail.

Tree removal will commence when the wildlife salvaging, bird nest surveys and tree assessments are completed, and once Keith Creek has been switched over to the new creek channel in mid-August 2019. Landscaping of the new creek area will occur in the Fall 2019 and once complete a total of 815 coniferous trees, 630 deciduous trees and 7628 shrubs will have been planted along the new Keith Creek and trail. It is important to note that due to the close proximity of trees to the highway some tree clearing will occur at night when temporary lane closures can be implemented so that traffic can be moved to a safe distance from tree falling activities.

Sound Mitigation

The Mountain Highway Interchange has utilized various methods of sound mitigation to address traffic noise concerns.

Lynn Creek Trails

The east side Lynn Creek trail will be closed from July 3, 2019 to August 30, 2019 and the west side Lynn Creek trail will be closed until Spring 2020.

Construction of the new Lynn Creek bridges upstream and downstream of the existing Highway 1 Lynn Creek Bridge started in June 2018. Construction is set to begin on the Keith Creek Realignment and new Lynn Creek Bridges and for public safety the trails will be closed February 18, 2019 until further notice.  We understand how important the trails are to the community and will make every effort to reopen them when it is safe to do so.  Please obey the posted signs and thank you for your cooperation.

Trail Closures and Detours
Special consideration for the east side trail have been made to ensure access to Lynnmour Elementary School for students and parents during school months.
We apologize for any inconvenience the trail closures may cause and will continue to reassess during construction to seek ways to reduce closure durations and impacts. Please obey traffic control and use caution near the construction work zone.

Keith Creek Relocation

Prior to constructing the new Mountain Highway eastbound onramp, Keith creek needed to be relocated further south.  Relocating the Keith creek provided an unique opportunity to improve the aquatic habitat and water quality of the stream.  Also, this section of Keith creek which provides salmon spawning habitat was extended by 25%.   Upstream of the creek are two newly installed fish passable culverts, beneath Mountain Highway and Highway 1 to promote salmon migration (juvenile/adult) to creek habitat previously unreachable for fish.   The new Keith creek is designed to withstand erosion from the high and flashy creek flows while providing deep pools with large rocks and woody debris for fish refuge and habitat.  Highway drainage upgrades along the creek will improve water quality and the creek will be better protected through fencing and landscaping.  Once the new eastbound onramp is complete, traffic noise will be significantly reduced providing trail users with a more tranquil park-like setting.

Currently the new creek channel is “loading” which means with each rainfall, the voids between the rocks fill with fines and organics sealing the channel.  To help expedite the process, fines were added during construction and during dry weather windows in October and November.  We are encouraged by how the creek is performing during rainfall events and how it is progressive loading.  We have already confirmed many juvenile fish are using the established pools and have observed adult salmon entering the stream during high stream flows.

Until Keith Creek is fully established we will continue to monitor it during dry weather and ensure no fish are trapped or harmed.  

When completed the Keith Creek and the new trail will be landscaped in a park like setting which includes the planting of 2,400 trees and 11,000 shrubs.

Salop Trail

Construction works in the vicinity of Salop Trail have necessitated extending the closure of the Salop Trail between Shavington Street and Cloverley Street to ensure the safety of pedestrians and cyclists during the installation of the Metro Vancouver Sanitary Sewer Siphon.

This trail closure will be in effect from March 9th, 2018 to project completion August 31st, 2019. A detour for pedestrians and cyclists has been signed on location. Please obey traffic control and use caution near the construction work zone.
