Class C Gambling Event Licence (Fairs & Exhibitions)

Class C gambling event licences allow approved fairs and exhibitions to fundraise by holding a gambling event or series of gambling events. Gambling events include raffles, bingos, limited casinos and wheels of fortune. Overview

Eligibility Only approved fairs and exhibitions are eligible for Class C licences. Details provided in Section 8 of Class C Licence - Guidelines (PDF).

Processing Time You must submit your gambling event licence application and all supporting documents ten (10) weeks or more before the start of your event(s). 

How to Apply

Check that your organization is eligible to apply for a Class C gambling event licence by reviewing the "Eligibility" information in the Overview section at the top of this page.

Is your fair or exhibition approved?
Only fairs or exhibitions that have been approved by the Gaming Policy and Enforcement Branch may apply for a Class C Licence. If your fair or exhibition has been approved, go to step 2.

If your fair or exhibition has not been approved yet, make sure you submit an approval request application online.  Use the online service application system to submit your "special approval request to operate a fair or exhibition".

Completing an application may take some time. We suggest planning for 30 to 60 minutes. With the online application system you cannot save your work and return to it later. To get through your application as efficiently as possible, please prepare before you start your online application by reviewing the following pre-application information.

Ensure you attach all required supporting documents for your application at the time of submission. Application processing cannot start until all supporting documents have been received by the Gaming Policy and Enforcement Branch.

Applicants will be notified within 10 weeks of receipt of the application.

These documents provide important information about Class C gambling event licences.

Community organizations may be audited by to ensure compliance with guidelines and conditions. The documents below provide general information about audits and also highlight areas that can give rise to non-compliance, but are easily rectified.

Use the Gaming Account Summary Report form to report all deposits to, and all disbursements from, your organization's Gaming Account(s) during your fiscal year. Organizations must submit this form within 90 days of their fiscal year-end.

Use the Gaming Event Revenue Report form to report all revenues and expenses associated with a licensed gambling event held by your organization. Organizations must submit this form within 90 days after the expiry of each gambling event licence.

Organizations must submit a special approval request if they wish to use gambling funds for major capital projects (projects valued greater than $20,000).
