First Nation Energy Efficiency Building Policy Program

The First Nations Energy Efficiency Program (FNEEBP) was a Pilot program that is now complete.  This program was developed by BC Hydro and the Ministry of Energy and Mines to support energy efficiency standards and measures in both new and existing housing on-reserve by:

  • Building policies
  • Improving understanding of energy efficiency measures and their costs and benefits
  • Exploring innovative funding and financing mechanisms

The project was developed in response to a specific request to the Ministry of Energy and Mines from the First Nations community representatives on the BC Hydro Electricity Conservation and Efficiency Committee to:

  • Facilitate improved coordination between First Nations, provincial and federal governments, utilities and service organizations to enhance energy efficiency building standards and practices on-reserve
  • Enhance working relationships and consistency of funding for energy efficiency buildings on-reserve
  • Support economic and community development initiatives of First Nations, as they relate to energy efficiency

Between 2011 and March 31, 2016, the Project successfully delivered with Pilot Communities:

  • Active engagement, participation and relationship building with First Nations housing management staff;
  • Energy assessments and EnerGuide data collection to inform future EE policy development, EE retrofit and/or improvement priorities and future planning;
  • Energy Efficiency Policy Development plans and related activities;
  • Numerous community-wide EE awareness and planning events, workshops and activities;
  • Facilitate the adoption and implementation of minimum energy efficiency requirements for homes on reserve lands,
  • Incorporate energy efficiency training materials to an online module at a local university offering a housing mangers program, and
  • Develop a process for ongoing mentorship and sharing of energy efficiency knowledge, which resulted in the creation of the First Nations Home EnergySave Program
