British Columbia AgriStability Enhancement Program

The British Columbia government has made special provisions to help producers who suffered income declines in 2017.

Producers throughout the province dealt with numerous challenges in 2017 including winter freeze, excessive moisture, and wildfires. The 2017 British Columbia AgriStability Enhancement Program allows agricultural producers to enroll late and without penalty into the existing AgriStability program. It also includes some enhancements to the AgriStability program but only for 2017.

How Does the New AgriStability Enhancement Program Work?

The program provides an opportunity for those producers not currently participating in AgriStability to enroll for 2017.

This program includes an increase of AgriStability program benefits for all clients by:

  • Increasing the compensation rate from 70% to 80% on the positive margin loss; the payment is triggered when a producer’s current margin (allowable income less allowable expenses) drops more than 30% below their average historical margin (referred to as Reference Margin);
  • Eliminating the Reference Margin Limit. In the past, the program has used a Reference Margin Limit which was based on the lower of your Reference Margin or your average Allowable Expenses in the years used to calculate the Reference Margin; and
  • The program has an option for an Interim Application that allows for an advance payment of up to 75% of the estimated final payment.

Application Process

New clients or participants who have previously opted out of AgriStability:

  • Please complete and submit the 2017 Late Participant Initial Declaration and Authorization Form to the AgriStability Administration by scanning and emailing, faxing or by mail. The deadline is April 30th, 2018.
  • Once the AgriStability Administration has received your completed 2017 Late Participant Initial Declaration and Authorization Form, we will contact you within 30 days to:
    • Provide you with a Personal Identification Number (PIN).  The PIN is used to quickly access your files when you contact us and may also be required on other forms that you may need to fill out.
    • Request any additional information required to calculate your Reference Margin. In order to calculate your Reference Margin we require your income, expenses, crop /livestock inventory and productive capacity for 2012 to 2016. In order to prepare and to better understand what additional information that may be requested you can review the Reference Margin Forms below.
  • To calculate your program margins we will need to know the details of the 2017 income and expenditures.  To do this, please submit the 2017 AgriStability/AgriInvest Harmonized Form (links below) to Winnipeg Tax Center when you file your 2017 taxes. The deadline to submit the completed Harmonized Form without penalty is September 30th, 2018.
  • Our goal is to process your application within 75 days of receiving the complete application form. Please note that it may take Canada Revenue Agency up to three weeks to forward tax data to the administration.

Existing participant:

  • If you have paid your 2017 fee by the December 31, 2017 deadline you do not need to re-apply.
  • If you have not paid your fees by the December 31, 2017 deadline , your deadline has been extended to April 30, 2018. However, you must pay by this date to be eligible.
  • To calculate your program margins we will need to know the details of the 2017 income and expenditures.  To do this, please submit the 2017 AgriStability/AgriInvest Harmonized Form (links below) to Winnipeg Tax Center when you file your 2017 taxes. The deadline to submit the completed Harmonized Form without penalty is September 30th, 2018.

Interim Payment:

  • A new participant can enroll in the program and apply for an interim payment at the same time. Interim payments can be applied for using the 2017 AgriStability Interim Application. The deadline is March 31st, 2018.

Note: If you currently do not have or know your assigned Participant Identification Number (PIN) please leave that section blank and a PIN will be assigned.

  • The Interim Payment is an option that is available upon request. This Interim Payment is an advance of up to 75% of the Final Benefit.
  • Interim Payment applications are processed within 30 days of the Administration receiving a complete application.
  • Clients receiving an Interim Payment must submit a 2017 AgriStability/AgriInvest Harmonized Form to Winnipeg Tax Center by the deadline. If you do not submit the 2017 AgriStability/AgriInvest Harmonized Form by the deadline, you will be required to repay any benefits received through the Interim Payment. The deadline to submit the completed Harmonized Form without penalty is September 30th, 2018
