2018 AgriStability Late Participation Option

The governments of Canada and British Columbia have made special provisions to help British Columbia’s agricultural producers who suffered income declines in 2018.  The 2018 AgriStability Late Participation Option allows agricultural producers to enroll late into the existing AgriStability program.

How Does the 2018 Late Participation Option Work?

The program provides an opportunity for those producers not currently participating in AgriStability to still enroll for 2018.

The AgriStability program benefits participants as follows :

  • The compensation rate is 70% on the positive and negative margin loss; a payment is triggered when a producer’s current margin (allowable income less allowable expenses) drops more than 30% below their average historical margin (referred to as a Reference Margin).
  • Payments to late participants, including interim payments, will be reduced by 20% prior to applying any other reduction or penalty.
  • The program has an option for an ‘Interim Application’ that may allow for an advance payment of up to 50% of the estimated final payment. The interim application deadline is March 31, 2019.

Application Process

New Clients (or participants who have previously opted out of AgriStability)

  • Please complete and submit the 2018 Late Participant Initial Declaration and Authorization Form to the AgriStability Administration by email, fax or regular mail. The application and first participant contribution ($300.00) deadline is June 30, 2019.
  • The second portion of the participant contribution will be calculated as the Reference Margin multiplied by 0.45 percent, multiplied by 70 percent, less the participant contribution already paid in the first portion. If the resulting amount of the second portion calculation is negative, no second fee will be required from the participant. If the resulting amount is positive and there is a payment for that program year, that amount will be deducted from the actual calculated payment.
  • Once the AgriStability Administration has received your completed 2018 Late Participant Initial Declaration and Authorization Form, we will contact you within 30 days to:
    • Provide you with a Personal Identification Number (PIN) if you don’t already have one. The PIN is used to quickly access your files when you contact us and may also be required on other forms that you may need to fill out. If you don't already have a PIN, please fill out and submit the New Participant PIN Request Form to be processed. If you are already in the AgriInvest program you have a PIN number that will also be used for the AgriStability program.
    • Request any additional information required to calculate your Reference Margin. In order to calculate your Reference Margin we require your income, expenses, crop /livestock inventory and productive capacity for 2013 to 2017. In order to prepare and to better understand what additional information that may be requested you can review the Reference Margin Forms below.
  • To calculate your program year margins we will need to know the details of your 2018 income and expenditures.  To do this, please submit the 2018 AgriStability/AgriInvest Harmonized Form to the Winnipeg Tax Centre when you file your 2018 taxes. The deadline to submit the completed Harmonized Form without penalty is September 30th, 2019 or December 31, 2019 with penalty ($500.00 per month, or part thereof).
  • Our goal is to process your application within 75 days of receiving the complete application form. Please note that it may take Canada Revenue Agency up to three weeks to forward tax data to the AgriStability Administration.

Existing Participant

  • If you have paid your 2018 fee by the December 31, 2018 deadline you do not need to re-apply.
  • If you have not paid your fees by the December 31, 2018 deadline, your deadline has been extended to June 30, 2019. However, you must pay by this date to be eligible.
  • To calculate your program margins we will need to know the details of your 2018 income and expenditures.  To do this, please submit the 2018 AgriStability/AgriInvest Harmonized Form to the Winnipeg Tax Centre when you file your 2018 taxes. Interim Payment

  • A late participant can enroll in the program and apply for an interim payment at the same time. Interim payments can be applied for using the 2018 AgriStability Interim Application. The deadline is March 31, 2019.

Note: If you currently do not have or know your assigned Participant Identification Number (PIN) please leave that section blank and a PIN will be assigned.

  • The Interim Payment is available upon request. Interim Payments are an advance of up to 50% of the estimated Final Benefit.
  • Interim Payment applications are processed within 30 days of the Administration receiving a complete application.
  • Clients receiving an Interim Payment must submit a 2018 AgriStability/AgriInvest Harmonized Form to the Winnipeg Tax Centre by the deadline. If you do not submit the 2018 AgriStability/AgriInvest Harmonized Form by the deadline, you will be required to repay any benefits received through the Interim Payment. The deadline to submit the completed Harmonized Form without penalty is September 30th, 2019 and December 31, 2019 with penalty ($500.00 per month, or part thereof).
