POESS and Teleconference Call Hearings

The PARP Online Evidence Submission System, or POESS, supplemented with Teleconference will be the primary hearing method for all property assessment complaint hearings throughout the Province for 2022 in order to limit contact in light of the ongoing COVID-19 pandemic.

Property Assessment Review Panels will conduct hearings by teleconference and the parties (complainant and BC Assessment) will upload evidence in advance of the hearing, to the PARP Online Evidence Submission System or POESS. This hearing method allows everyone to participate in the hearing process without the need for travel or expense and ensures the continued safety of all during the current pandemic as well as avoided the need for travel during winter months. You can participate from the comfort and safety of your home or office or anywhere in the world, using a telephone and computer.

If you are unable to upload evidence to the POESS website, the PARP Administration Office and BC Assessment staff can provide assistance by uploading evidence on your behalf. If you are unable to provide evidence to be uploaded, you can still participate by telephone in the hearing. You can also provide your evidence verbally for the Panel to consider.

BC Assessment will provide you with the call-in phone numbers and other information required to participate in the hearing.

You are encouraged to submit your evidence online at any time prior to your hearing and you should not wait until you receive your Notice of Hearing to begin preparations. Evidence can be uploaded to your property file at www.parponlineevidencesubmission.gov.bc.ca using the Assessment Roll Number and Confidential PIN found on your 2022 Assessment Notice sent to you by BC Assessment in January 2022.

If you have filed a property assessment complaint for a property that you do not own, you will need to contact BC Assessment to discuss options for providing and accessing evidence for this type of property assessment complaint.
