Children and Youth with Support Needs Service Framework
The Ministry of Children and Family Development (MCFD) is committed to supporting all people – especially those who are most vulnerable. The Ministry is developing a Children and Youth with Support Needs (CYSN) Service Framework, which will make it easier for families, service providers and our partners to understand and navigate services.
Using a continuous evaluation and learning process, the Minister's Advisory Council on CYSN will provide an opportunity for ensuring that families are at the centre of those changes.
In 2019, MCFD contracted two research firms to identify opportunities to improve access, quality and coordination of CYSN services and programs:
- Reciprocal Consulting led the user-experience research with Indigenous families, focusing on their experiences and journeys as they sought and moved through MCFD’s system of supports and services.
- KPMG conducted user-experience research with families, including but not limited to Indigenous families and communities, and gathered information to help the ministry better understand the current state of CYSN services.

The ministry also engaged with a number of partners on a draft version of the proposed CYSN Service Framework in Fall 2019. These engagement sessions further informed the development of this approach.
