Contractor vaccination notice

As of December 13, 2021, all contractor and subcontractor personnel entering a BC Government workplace for the provision of services under a government contract while BC Government employees are present must be fully vaccinated against COVID-19 with a vaccine approved for use in Canada.

Proof of vaccination for contractors in public service workplaces

The BC Public Service has updated Occupational Safety and Health Policy 4 to require proof of full vaccination by all parties before entering a staff-only area of an indoor public service workplace while public service staff are present.  The proof of vaccination requirement includes, but is not limited to, contractors, statutory appointees, meeting attendees, interns, students, staff from other employers and visitors. The new policy is effective December 13th and does not apply to public or clients receiving a direct ministry service.

Ministries and workplaces are required to ensure that contractors provide proof of vaccination by December 13th  or prior to entry into any staff only area of an indoor workplace. Ministries can set up a system for confirming proof of vaccination that best suits their business requirements. Certification may be used and may be the most efficient method for contractors with a large number of staff.

Non-compliance

Contractors that do not comply with the vaccination requirement, including all verification and mitigation requirements, may be subject to any measures available to the Province, which may include contract termination if provided for in the applicable contract.

New Contracts

New contracts that commence after December 13th will contain the notice to contractors and providing proof of full vaccination will be a requirement of the contract. Notice of the vaccination requirement will also be posted on the BC bid site for contractors to review.

Supports for Contractor Managers

The notice to contractors includes a section on exemptions based on the BC Human Rights Code. Workplace Health and Safety staff from the BC Public Service Agency will provide advice on suitable COVID-19 protocols for contract managers dealing with exemption requests.
