The Procurement Services Branch (PSB) can provide professional advice and consultation services for open tendering processes that comply with government policy, trade agreements and legal and legislative obligations. Through PSB/Strategic and Advisory Services (S&AS), they provide procurement planning, advice and facilitation services for complex, specialty or strategic projects, and all IM/IT projects valued over $500,000. Similarly, all solicitations for IM/IT projects between $100,000 and $500,000 must be reviewed by PSB/S&AS. As a secondary focus, S&AS also assists core government and the broader public sector with advisory support to develop and mentor decentralized procurement staff.
Services are cost recoverable and will be rendered through a Memorandum of Understanding (MOU). MOUs may be developed on an annual basis for ad-hoc advice and multiple project assistance or on a project-by-project basis. Services may include any or all of the following:
- Ad-hoc Procurement and Contract Advice
- Procurement Planning and Education
- Selection Process Development and Facilitation
- Solicitation Posting, Management, and Closing
- Vendor Relationship Management and Debriefing
- Procurement Process Oversight and Risk Management
