Climate Action Revenue Incentive Program
The Climate Action Revenue Incentive Program (CARIP) is a conditional grant program that provides funding to local governments that have signed the B.C. Climate Action Charter equal to 100 percent of the carbon taxes they pay directly to support local government operations. The program encourages investment in climate action.
Amount of Grant
Under the Climate Action Revenue Incentive Program, each eligible local government will receive a grant equal to 100 percent of the carbon tax paid as a direct expenditure.
Eligibility Requirements
To be eligible for the grant, local governments must:
1. Have signed the B.C. Climate Action Charter and by doing so, committed to take action and develop strategies to achieve the following three goals:
- Be carbon neutral in their local government corporate operations
- Measure and report on their community GHG emissions profile
- Create complete, compact, energy-efficient rural and urban communities
2. Complete the reporting requirements
Reporting Requirements
- Complete the Carbon Tax Calculation Form (XLSX). This identifies the amount of carbon tax the local government has paid over the course of 2018. Submit the form with financial officer certification to INFRA@gov.bc.ca.
- Complete online and submit the 2018 CARIP Climate Action/Carbon Neutral Progress Survey. A link to the survey will be sent directly, via email, to each local government financial officer. Please refer to the Climate Action/Carbon Neutral Progress Survey–Instructions and FAQs (PDF) for more information.
- Make public a report containing the information submitted in the online survey. Local governments may generate a report for public reporting by filling out the CARIP Survey Template (DOCX) or create a report in another format that contains the information submitted in the 2018 CARIP Climate Action/Carbon Neutral Progress Survey. Local governments may also post the PDF version of survey results generated by SurveyMonkey® which will be sent by Ministry of Municipal Affairs and Housing staff once the completed survey has been submitted online.
- Complete the CARIP Public Report Attestation Form (DOCX), which declares that the information contained in the 2018 CARIP Climate Action/Carbon Neutral Progress Survey was made public. Scan and submit the form signed by the financial officer to INFRA@gov.bc.ca.
