Core Metadata Standard

The Core Administrative and Descriptive Metadata Standard (also known as the Core Metadata Standard) was approved in Fall 2022. 

Adopting this standard will improve data quality and connectivity across government, helping to create connected services and improving the public’s experience interacting with government.

The Metadata Standard (PDF, 160KB) is joined by a set of guidelines (PDF, 288KB) to help everyone understand and implement the changes.

What is metadata?

Metadata is descriptive information that identifies and ‘tags’ an information resource – data about data. Metadata helps index, manage, find and share information resources.

What does the metadata standard do?

The standard defines nine metadata elements and how they should be applied. These elements are:

  • Creator
  • Date created
  • Date modified
  • Description
  • Format
  • Information schedule
  • Security classification
  • Title
  • Unique identifier

Why is this important?

Standardized, quality metadata helps ensure data can be easily accessed and re-used across systems and services to inform evidence-based decision making and improve digital services. 

Who does it apply to?

The standard applies to all ministries and central agencies that are subject to the Core Policy and Procedures Manual Chapter 12.

Data Management Policy requires ministries and central agencies to catalogue high value data in their control in accordance with the standard.
