Clerk 9 Inventory - Information for Managers
The BC Public Service has made a corporate commitment to post all Victoria and Metro Vancouver regular and temporary Clerk 9 and Clerk Stenographer 9 appointments longer than seven months to an applicant inventory. This started in late September 2015 with Victoria and expanded to metro Vancouver in January 2017. The ongoing plan is to post the inventory in January, May and September annually.
The following communities are included in the Metro Vancouver area: Burnaby, Coquitlam, Delta, Gibsons, Langley, New Westminster, North Vancouver, Port Coquitlam, Richmond, Sechelt, Surrey and Vancouver.
The applicant inventory includes both internal and external candidates. It provides you with:
- Consistent screening criteria for Clerk 9 and Clerk Stenographer 9 positions
- Pre-screened and partially assessed candidates
- Reduced posting time
- Pre-qualified applicants to apply for your vacancy
- Ability to assess candidates for preferred qualifications and organizational alignment
- Option to consider employees interested in lateral transfers
- Refresh, as needed, to ensure quantity and quality of candidates
When you submit a hiring request, a hiring advisor will contact you to discuss the position’s job qualifications. You will also be asked whether you want to consider lateral transfer applicants or applicants in the competitive stream. The job will then be advertised only to the candidates within the inventory so they can apply for your position and to verify how they meet your position requirements.
Only those who apply will be your prospective applicants. Then you can conduct any additional job specific assessments, past work performance checks and criminal record checks (if required).
You can also use the inventory to fill auxiliary roles and temporary roles less than seven months but it is not required.
All Victoria and Metro Vancouver Clerk 9 and Clerk Stenographer 9 vacancies will only be advertised to qualified applicants in the inventory. No individual postings will be accepted from hiring managers. The Hiring Centre will assist you with advertising your vacancy to pre-qualified applicants in the inventory.
If you prefer a fast approach to filling the position, you can advertise lateral opportunities to eligible Clerk 9 and Clerk Stenographer 9 employees within the inventory. These are employees currently at or above the Grid 9 level.
You can view candidates who apply as you normally can within the Recruitment Management System. You cannot view all candidates in the inventory.
If you have a current Clerk 9 employee that wants to be considered for future Clerk 9 and Clerk Stenographer 9 opportunities in the specified locations they must apply to the inventory.
Lateral transfers and temporary appointments require the approval of an employee’s current supervisor. If you have an employee who has been offered a lateral transfer, the hiring manager will contact you for a reference check and to negotiate a start date. If the lateral transfer would affect your work unit's ability to fulfill its mandate, you can deny approval for the transfer. However you should remember that if your Clerk 9 employee is actively seeking another opportunity, they do not need your approval to accept a position through a competitive process.
