Community Energy and Emissions Inventory

To support local governments in meeting Climate Action Charter (PDF, 70KB) commitments, the Community Energy and Emissions Inventory (CEEI) initiative provides a provincial framework for tracking and reporting energy and greenhouse gas (GHG) emissions at a community-wide scale. 

CEEI is a cost-effective and flexible data collection, analysis and reporting system for B.C. local governments and other interested parties. The system establishes and enables inventory baselines, ongoing monitoring and periodic reporting. CEEI can inform community decision-making and support provincial objectives related to energy use and GHG emissions.

There are three sets of data:

  • Recent transportation data from 2007 to 2021 has been published for the first time since 2012. Vehicle kilometres travelled estimates are based on vehicle registration data, population data, AirCare data and Trip Diary data
  • Recent buildings and solid waste data from 2012 to 2021, 2010 and 2007
  • Historic CEEI data from 2012, 2010 and 2007, which provides an inventory of energy use, greenhouse gas emissions and supporting indicators at the community level

2021 CEEI transportation, buildings and solid waste reports

The utilities energy data at the community level includes all utility-provided electricity, natural gas, and piped propane consumed by residential, commercial and industrial buildings within a local government boundary. Data on the residential use of heating oil, delivered propane and wood are estimated based on the number and type of dwellings within each jurisdiction and the average dwelling consumption by region from the BC Hydro Conservation Potential Review (PDF, 912KB).

The municipal solid waste report includes estimates of the historic annual tonnes of waste disposed of at all regional district landfills and estimates of each community’s share of greenhouse gas emissions calculated using the Waste-in-Place (WIP) and Waste Commitment (WC) methodologies. The 2021 Community Energy and Emissions Inventory update contains community-level data on GHG emissions from on-road transportation. The new dataset is available for 2007-2021. This is in contrast to the old dataset that was only available for select years. 2012 CEEI reports by community

These are the final 2012 CEEI reports. The reports include updated 2007 and 2010 estimates. The archived 2007 report and 2010 report are also available.

The historic 2012 CEEI reports for local governments provided information on energy use and GHG emissions for four primary sectors and seven supporting indicators:

Primary sectors

  • buildings
  • on-road transportation (Lower Mainland)
  • solid waste
  • land-use change from deforestation

Supporting indicators

  • housing type
  • residential density
  • commute by mode
  • green space
  • floor area
  • walkscore (where available)
  • proximity to transit (where available)

The historic 2007 to 2012 CEEI reports also included additional emissions information on two memo items at the regional district level:

  1. Enteric fermentation from agricultural livestock
  2. Large industrial facilities (aligned with how the data was published under the Greenhouse Gas Emissions Reporting Regulation)

Due to concerns around accuracy and privacy, memo item emissions categories are provided for information only and are not included in total reported emissions profiles.
