Project Description

The project is a two level storage building for trailerable boats. The building is of wood platform frame construction classified as Group F Division 2 and approximately 420 square metres in building area. Boats are stored on their trailers on the ground level of the building and on a second level about three metres above. Boats are parked on the upper level using a forklift and there is no stair, ramp or ladder providing personnel access to the upper level. The upper level is of wood joist and plywood construction integral with building’s structure.

Reason for Appeal

Article 9.10.8.1. requires floor assemblies to have a 45 minute fire resistance rating.

Appellant's Position

The appellant contends that with no personnel access to the upper storage level it should not be considered a floor assembly but simply a storage shelf and should not require a fire resistance rating.

Building Official's Position

The building official maintains that regardless of whether or not there is personnel access to the upper level it is still a floor assembly and requires a 45 minute fire resistance rating.

Appeal Board Decision #1750

It is the determination of the Board that the upper level is a floor assembly and in accordance with Article 9.10.8.1. requires a 45 minute fire resistance rating.
