This supply arrangement encompasses three different training types: Learning Development, Learning Delivery and Pre-existing Courses. There are provisions for:

  • classroom training delivered off-site
  • training which is delivered in-person, at your location
  • online training

What can I buy?

Learning Development Services

These consultants design, create and evaluate custom courses and learning materials. They bring strategic insight into the development and implementation of learning solutions targeted to address your business needs and challenges.

Learning Delivery Services

These consultants facilitate courses, lead workshops and engage participants in many different learning situations. While Learning Delivery Consultants usually have a general knowledge of the subject matter, their expertise is more focused on the "how" of learning than the "what" of the topic.

Pre-existing Courses

Courses and materials which are offered from external suppliers on a variety of common topics and themes.

What do I need to know?

  • For core government employees, many courses are offered by the B.C. Public Service Agency through The Learning Centre. If the course desired is offered by The Learning Centre, core government employees are required to use those courses. Use these supply arrangements for courses not offered by The Learning Centre.
  • Read the Important Information below to familiarize yourself with the different contract value thresholds (core government purchasers)
  • Additional learning resources can also be found through Open School BC of the Ministry of Education

  • Contact the service provider directly for further information
  • When you contact the service provider

How much does it cost?

  • Cost is identified in the catalogues. It is dependent upon the supplier chosen and the training or product purchased.
  • Ministry employees with idir access may click on the pricing link on the spreadsheet catalogue.
  • B.C. broader public sector employees registered with the Procurement Services Branch may either:
  • Pricing information is confidential and must not be shared

Important Information

  • These supply arrangements expires September 30, 2021
  • For B.C. government employees:
    • if the total estimated contract is less than $25,000, contact the supplier of your choice and use the purchase document form for learning (DOC, 40 KB) to acquire the services
    • If the total estimated contract is between $25,000 and $75,000 use a competitive or other selection process between a minimum of three suppliers and use the purchase document form. Criteria to include:
      • availability (if there are three)
      • applicable service area
      • evaluation of available consultants
      • proposed approach
      • pricing
      • other elements required for the assignment
    • When using a competitive process, once purchase documents are completed and returned by the suppliers, evaluate and award the services to the supplier of your choice
    • A contract is formed only on receipt of a signed purchase document

  • Access to the pricing/service description of the catalogue of services is available to all government ministries in the Province of B.C. and to public sector organizations registered to use supply arrangements. If the public sector organization you are with is not listed see if your organization qualifies
  • Public sector organizations can obtain pricing using a BCeID account registered with the Procurement Services Branch or from the Procurement Services Branch
  • Pricing information is confidential and must not be shared
