Foster Care Payments in BC

Foster families receive a monthly maintenance payment that covers the costs of caring for a child. Foster caregivers are not expected to give up their employment in order to care for children. Providing foster care is not a job – families choose to foster because of a concern for children and desire to contribute to their community.

Children's needs range from reasonably straightforward to very complex, which requires different types of family foster care homes.

  • Restricted care: Foster care provided by relatives or family friends
  • Regular care: Foster care provided by a family who has not previously known the children provides care
  • Specialized foster care: Foster care provided to children with mental or physical disabilities, or emotional or behaviour problems
  • Respite or relief foster care: Foster families who take children for short periods, so that parents / foster caregivers can have a few days without the children

Basic Monthly Rate

This rate is paid to families who provide restricted, regular or specialized foster care. The rate is based on an allowance paid for each day that a child is placed in a home.

Age 11 & under

Specialized Care

Specialized family care homes supervise and care for children with physical, mental, behavioural or emotional needs – they follow a plan that outlines the specific care required.

Foster families who provide any of the three levels of specialized foster care also receive a service payment in addition to the basic monthly rate per child. This additional payment recognizes the special parenting skills and extra time required to meet the needs of a child – it is not employment income.

Level 1 care monthly rates: Approved Level 1 families provide care for up to six children in care with multiple developmental needs and challenging behaviours. In addition to the basic monthly rate, families get the following:

Level 2 care monthly rates: Approved Level 2 families provide care for up to three children in care with any combination of the following:

  • More complicated developmental needs
  • More complex health needs
  • Behaviours that interfere with their quality of social interactions and daily functioning

The family may also provide specialized assessment and intervention services as a member of the child's care team.

In addition to the basic monthly rate, approved Level 2 families get the following rates:

Level 3 care monthly rates: Approved Level 3 families provide care for a maximum of two children in care. Level three family care homes care for children who have similar needs to those children placed in level two homes in addition to:

  • The most extensive daily care
  • Additional support and supervision for health­ care (e.g. tube feeding) and interventions related to mental health concerns – including behaviours that may pose a risk to self or others

The family may also provide specialized assessment and intervention services as a member of the child's care team.

In addition to the basic monthly rate, approved Level 3 families get the following rates:

Some foster homes provide respite or relief care for families.
