Greenhouse Gas Emissions and Offset Investments

In 2015, B.C.’s public sector produced a total of 738,697 tonnes CO2e from all sources that are tracked in accordance with the Carbon Neutral Government Regulation. Of this total, 114,112 tCO2e were not subject to the application of emission offsets under the regulation due to exemptions for school and transit buses and emissions from combustion of bio-mass/fuels. The resulting net public sector emissions of 624,585 tCO2e  for the 2015 calendar year were offset through an investment of $15,614,625 in offset projects by the Climate Action Secretariat. An additional 459 tCO2e of offsets were also purchased to account for routine adjustments to emissions estimates for the previous reporting periods, 2010 through 2014, bringing the total offsets purchased and retired to 625,044 tCO2e. 

Comparing Performance

In 2015, total GHG emissions reached their lowest level so far, representing a nearly 9% decrease from the 2010 baseline year. However, when the current emissions data are normalized for 2015 weather conditions (based on a 30-year climate normal temperature), it is estimated that relative emissions decreased by 5% since 2010, and more than 10% when considering only those emissions that must be offset.

The data reported annually (below) is sometimes amended after the publication of a given year's reports due to adjustments made to previous years’ data. Accordingly, the following table, which reflects data updated as of June 2016, provides revised baseline year data.  The baseline year is the benchmark against which subsequent years' performance is measured. Weather-normalized data is presented below as well and demonstrates increased energy efficiency in the provincial public building sector since 2010.

Fugitive emissions from cooling equipment comprise less than 1% of a PSO’s total emissions, and may not be reported if the effort to collect or estimate emissions from this source is disproportionately onerous.

School District Emissions and Offset Investment

In 2015, after taking action to reduce GHG emissions in their operations, school districts produced a total of 162,705 tonnes CO2e.

School districts invested $3,546,725 in 141,869 tCO2e of carbon offsets.

Post-Secondary Emissions and Offset Investment

In 2015, after taking action to reduce GHG emissions in their operations, post-secondary institutions produced a total of 141,985 tonnes CO2e.

Post-secondary institutions invested $2,883,550 in 115,342 tCO2e of carbon offsets.

Health Authority Emissions and Offset Investment

In 2015, after taking action to reduce GHG emissions in their operations, health authorities and affiliates produced a total of 213,156 tonnes CO2e.

Health authorities and affiliates invested $5,291,825 in 211,673 tCO2e of carbon offsets.

Crown Corporation Emissions and Offset Investment

In 2015, after taking action to reduce GHG emissions in their operations, Crown corporations produced a total of 150,045 tonnes CO2e.

Crown corporations invested $2,144,050 in 85,762 tonnes tCO2e of carbon offsets.

Core Government Emissions and Offset Investment

In 2015, after taking action to reduce GHG emissions in their operations, core government produced 70,806 tonnes CO2e.

Core government invested $1,748,475 in 69,939 tonnes tCO2e of carbon offsets.

2015 Carbon Offset Project Portfolio

624,585 tonnes of offsets were retired on behalf of B.C.’s 125+ provincial public sector organizations for their emissions during the 2015 calendar year, plus an additional 459 tCO2e to account for routine adjustments to emissions estimates for the previous reporting periods, 2010 through 2014, bringing the total offsets retired to 625,044 tCO2e.
