Greenhouse Gas Emissions and Offset Investment

In 2011, B.C.’s public sector produced a total of 864,040 tonnes CO2e from all sources covered by the Greenhouse Gas Reduction Targets Act. Of this total, 88,531 did not require offsetting under regulation.

In order to become carbon neutral for the 2011 calendar year, B.C.’s public sector invested $19,387,725 in 775,509 tonnes CO2e of carbon offsets from the Pacific Carbon Trust (now the Climate Investment Branch).

Please note that only Core government must report on business travel (local in-town taxi travel is exempt). All reports cover mobile and fleet vehicles, however the following emissions must be reported but are not required to be offset under the Carbon Neutral Regulation of the Greenhouse Gas Reduction Targets Act: school bus emissions; biomass emissions; BC Transit's public transit bus emissions.

Comparing Performance

As was expected, because of a much colder average temperature in 2011 over 2010, there was an increase in total annual emissions. However, while figures rose 5.9 per cent, it is important to note that when the current emissions data has been normalized for climate variability based on the 30-year climate normal temperature, it is estimated that relative emissions have decreased slightly from 2010 to 2011 - by as much as 3 per cent.

*2010 public sector emissions numbers used for normalization are based on data from May 2012, which is slightly different from the published 2010 emissions (total emissions 814,149, Emissions for offsets 729,782). This is due to amendments made to the 2010 emissions data. 

School District Emissions and Offset Investment

School Districts GHG Emissions by Source - 2011

In 2011, school districts produced a total of 214,048 tonnes CO2e from all sources covered by the Greenhouse Gas Reduction Targets Act.

In order to become carbon neutral for the 2011 calendar year, school districts invested $4,783,400 in 191,335 tonnes CO2e of carbon offsets. 

Please note that school bus emissions must be reported but are not required to be offset under section 4(2)(c) of the Carbon Neutral Government Regulation of the Greenhouse Gas Reduction Targets Act.

Post Secondary Emissions and Offset Investment

Post-Secondary GHG Emissions by Source - 2011

In 2011, post-secondary institutions produced a total of 161,727 tonnes CO2e from all sources covered by the Greenhouse Gas Reduction Targets Act.

In order to become carbon neutral for the 2011 calendar year, post-secondary institutions invested $3,980,175 in 159,207 tonnes CO2e of carbon offsets.

Please note that busing and biomass emissions must be reported, but are not required to be offset under the Carbon Neutral Government Regulation of the Greenhouse Gas Reduction Targets Act.

Health Authority Emissions and Offset Investment

Health Authorities GHG Emissions by Source - 2011

In 2011, health authorities and affiliates produced a total of 231,691 tonnes CO2e from all sources covered by the Greenhouse Gas Reduction Targets Act.

In order to become carbon neutral for the 2011 calendar year, health authorities and affiliates invested $5,786,800 in 231,472 tonnes CO2e of carbon offsets.

Please note that biomass emissions must be reported, but are not required to be offset under the Carbon Neutral Government Regulation of the Greenhouse Gas Reduction Targets Act.

Crown Corporation Emissions and Offset Investment

Crown Corporations GHG Emissions by Source - 2011

In 2011, Crown corporations produced a total of 158,361 tonnes CO2e from all sources covered by the Greenhouse Gas Reduction Targets Act.

In order to become carbon neutral for the 2011 calendar year, Crown corporations invested $2,420,425 in 96,817 tonnes CO2e of carbon offsets.

Please note that BC Transit’s public transit bus emissions must be reported but are not required to be offset under section 4(2)(c) of the Carbon Neutral Government Regulation of the Greenhouse Gas Reduction Targets Act.

Core Government Emissions and Offset Investment

Core Government GHG Emissions by Source - 2011

In 2011, Core government produced 98,212 tonnes CO2e from all sources covered by the Greenhouse Gas Reduction Targets Act.

In addition to measuring emissions from fleet vehicles, buildings, and paper, Core government is also required to report and offset emissions from business travel.

It was estimated that stationary fugitive emissions from cooling comprise less than 1% of Core government’s total emissions and an ongoing effort to collect or estimate emissions from this source is disproportionately onerous. For this reason, emissions from this source have been deemed out-of-scope and have not been included in Core government’s total greenhouse gas emissions profile.

In order to become carbon neutral for the 2011 calendar year, Core government invested $2,416,950 in 96,678 tonnes CO2e of carbon offsets.

Please note that emissions from biofuels were reported as part of Core government's greenhouse gas emissions profile in 2011. However, they are not required to be offset as they are carbon neutral under the Carbon Neutral Government Regulation.

2011 Carbon Offset Project Portfolio

For the 2011 calendar year, 775,988 tonnes of offsets were retired on behalf of B.C.’s 128 provincial public sector organizations, equivalent to the annual energy use of 65,900 homes or emissions from 152,100 passenger vehicles a year. The 2011 offset portfolio represents a continued focus on innovative offset projects across B.C. sectors and regions.
