Greenhouse Gas Emissions and Offset Investment

In 2010, B.C.’s public sector produced a total of 814,149 tonnes CO2e from all sources covered by the Greenhouse Gas Reduction Targets Act. Of this total, 84,367 did not require offsetting under regulation.

In order to become carbon neutral for the 2010 calendar year, B.C.’s public sector invested $18,244,575 in 729,782 tonnes CO2e of carbon offsets from the Pacific Carbon Trust (now the Climate Investment Branch).

School District Emissions and Offset Investment

In 2010, school districts produced a total of 198,387 tonnes CO2e from all sources covered by the Greenhouse Gas Reduction Targets Act.

In order to become carbon neutral for the 2010 calendar year, school districts invested $4,416,798 in 176,672 tonnes CO2e of carbon offsets. 

Please note that school bus emissions must be reported but are not required to be offset under section 4(2)(c) of the Carbon Neutral Government Regulation of the Greenhouse Gas Reduction Targets Act.

2010 Highlights from this sector:

  • 95% of school districts are working on an anti-idling policy and/or are raising anti-idling awareness for fleet drivers
  • 95% are posting materials online that were previously printed
  • 87% have installed power management software which shuts down computers outside of regular business hours
  • 82% are installing web-conferencing software to reduce the need for travel
  • 80% have completed energy retrofits on existing, owned buildings
  • 75% are implementing a sustainable purchasing program

Post Secondary Emissions and Offset Investment

Post-Secondary GHG Emissions by Source - 2010

In 2010, post-secondary institutions produced a total of 150,959 tonnes CO2e from all sources covered by the Greenhouse Gas Reduction Targets Act.

In order to become carbon neutral for the 2010 calendar year, post-secondary institutions invested $3,769,485 in 150,779 tonnes CO2e of carbon offsets.

Please note that busing and biomass emissions must be reported, but are not required to be offset under the Carbon Neutral Government Regulation of the Greenhouse Gas Reduction Targets Act.

2010 Highlights for this sector:

  • 96% of post-secondary institutions have completed energy retrofits on existing, owned buildings
  • 88% have completed or are working building projects targeting LEED-NC Gold at a minimum
  • 88% are working towards establishing energy performance baseline for owned buildings
  • 81% have switched networked printers and photocopiers to automatic double-sided printing
  • 77% have installed real-time energy meters in their facilities
  • 77% are creating sustainability/energy conservation teams with executive endorsement

Health Authority Emissions and Offset Investment

Health Authorities GHG Emissions by Source - 2010

In 2010, health authorities and affiliates produced a total of 217,331 tonnes CO2e from all sources covered by the Greenhouse Gas Reduction Targets Act.

In order to become carbon neutral for the 2010 calendar year, health authorities and affiliates invested $5,428,384 in 217,135 tonnes CO2e of carbon offsets.

Please note that biomass emissions must be reported, but are not required to be offset under the Carbon Neutral Government Regulation of the Greenhouse Gas Reduction Targets Act.

2010 Highlights from this sector:

  • 100% are removing stand alone printers and fax machines and are installing more efficient multi-function devices instead
  • 94% are posting materials online that were previously printed
  • 86% are working on an anti-idling policy and/or are raising anti-idling awareness for fleet drivers
  • 81% encourage commuting by foot, bicycle, carpool or public transit and provide shower or locker facilities for staff
  • 75% have installed video-conferencing units in meeting rooms or provide mobile video-conferencing units to reduce the need for travel

Crown Corporation Emissions and Offset Investment

In 2010, Crown corporations produced a total of 152,978 tonnes CO2e from all sources covered by theGreenhouse Gas Reduction Targets Act.

In order to become carbon neutral for the 2010 calendar year, Crown corporations invested $2,306,130 in 92,245 tonnes CO2e of carbon offsets.

Please note that BC Transit’s public transit bus emissions must be reported but are not required to be offset under section 4(2)(c) of the Carbon Neutral Government Regulation of the Greenhouse Gas Reduction Targets Act.

Highlights from this sector:

  • 92% of crown agencies have switched networked printers and photocopiers to automatic double-sided printing
  • 84% have virtualized servers to save energy
  • 84% are working towards purchasing 100 per cent post-consumer recycled paper
  • 79% of agencies with vehicle fleets have replaced vehicles with more efficient models
  • 72% are installing web-conferencing software to reduce the need for travel

Core Government Emissions and Offset Investment

Core Government GHG Emissions by Source - 2010

In 2010, Core government produced 94,494 tonnes CO2e from all sources covered by the Greenhouse Gas Reduction Targets Act.

In addition to measuring emissions from fleet vehicles, buildings, and paper, Core government is also required to report and offset emissions from business travel.

It was estimated that stationary fugitive emissions from cooling comprise less than 1% of Core government’s total emissions and an ongoing effort to collect or estimate emissions from this source is disproportionately onerous. For this reason, emissions from this source have been deemed out-of-scope and have not been included in Core government’s total greenhouse gas emissions profile.

In order to become carbon neutral for the 2010 calendar year, Core government invested $2,323,778 in 92,951 tonnes CO2e of carbon offsets.

Please note that 1,543 tonnes CO2e of emissions from biofuels were reported as part of Core government's greenhouse gas emissions profile in 2010. However, they are not required to be offset as they are carbon neutral under the Carbon Neutral Government Regulation.

2010 Carbon Offset Portfolio

B.C.’s 129 provincial public sector organizations emitted 730,000 tonnes of greenhouse gases in 2010, equivalent to the annual energy use of 62,000 homes or emissions from 143,000 passenger vehicles a year. Pacific Carbon Trust was the Crown agency tasked with delivering high quality, made-in-BC offsets to retire against the public sector’s carbon footprint. This investment in offset projects has helped new and innovative technologies take root in the province, providing secure sources of clean energy and creating jobs that support families.
