Often referred to as private liquor stores or cold beer and wine stores, licensee retail stores (LRS) may sell beer, wine, coolers, cider, and a full range of spirits for private consumption.  An LRS may also sell packaged snacks, non-alcoholic beverages, B.C. Lottery products, and liquor-related items, such as glasses, bottle openers and corkscrews.  

Temporary Off-site Sale

An LRS may apply for an endorsement that enables them to sell their products at a tasting-focused food and beverage festival licensed under a special event permit (SEP). Once endorsed, an LRS may accept invitations from SEP holders to set up a temporary store at an event. Prior to each event the LRS must notify the Branch to obtain an event-specific authorization to set up the temporary store.

Independent Wine Stores may apply to convert their licence to a Licensee Retail Store.  Applications must be received by the LCLB prior to 4:30 pm on Monday 31 March 2025.  The application form can be found here (PDF, 722 KB).

New applications for licensee retail stores are currently not being accepted. This is due to a government-imposed moratorium on new licensee retail stores until July 1, 2022. There is no wait list available for people interested in applying.
